Airplay is an integrated application within iOS. You do not need to download anything to enable it. In order to turn Airplay on, make sure you are connected to the same network as the airplay device you wish to connect to (For example, the Media Center WiFi network), and then swipe up from the bottom of your iPad screen to open the control center. From there, you can enable airplay from the iPad by selecting the Airplay toggle.
